If a file is read-only (and Force read-only files is not turned on), read-only mode should automatically be turned on. Apart from that, read-only mode should also be available whenever the user chooses to use it.
Idea: Should a change from read-only mode change the document's file non-read-only as well?

There could also be an option to turn the read-only mode on automatically for each loaded file. Turning read-only mode would then be necessary to start editing the file.
