Can TED Notepad display and edit all Unicode characters?

Yes. Use the Unicode version.

However, the Fixedsys font used in previous versions of TED Notepad does not. In order to correctly display and edit all (chinese, russian, korean, hebrew, etc.) unicode characters, change your font in the Settings dialog. Usual fonts that support most unicode characters are Arial, Times New Roman, Courier New, Calibri, etc.
